Regional scholarship scheme

In the school/academic year 2016/2017 the Regional development agency Zasavje for the first time implements the Zasavje regional scholarships scheme.

In the school/academic year 2016/2017 the Regional development agency Zasavje for the first time implements the Zasavje regional scholarships scheme. Previously the scheme was implemented by the former competent regional development agency in the Zasavje region – Regional centre for the development of the Zasavje region Ltd.
 
In the Zasavje statistical region the RDA Zasavje planes to establish a personnel scholarship co-financing model, which in the past proved to be efficient.
 
Regional scholarship scheme Zasavje will be implemented in the municipalities Trbovlje, Hrastnik, Zagorje ob Savi and Litija.
 
Through the schem,e the RDA Zasavje, as a public authority for the implementation of the egional personnel scholarship schemes for the time period 2016 – 2022, will strive towards the following objectives:
  • contribute to the increase of the level of education in the region,
  • reducing the structural unemployment,
  • more efficient resolution of labour market issues,
  • connecting the personnel needs of employers with the students selection of education,
  • encouraging the return of trained, educated personnel from schools, universities back to the Zasavje region.
Regional scholarship scheme is an instrument of the region that is based on a partnership between employers, the barer of the regional scholarship scheme (RDA Zasavje) and the state (Ministry of labour, family, social affairs and equal opportunities. The scheme is implemented on the basis of the Scholarship Act and the Regulation about the co-financing of personnel scholarships.
 
For the implementation of the Regional scholarship scheme in the time period 2016 – 2022 the European social fund will contribute 80% and the Ministry for labour, family, social affairs and equal opportunities 20% of the funds.

Beneficiaries to scholarships
Scholarships from RSS Zasavje are intended for pupils and students who are studying at home or abroad, are not employed and will be after finishing their studies employed by the employer who has been granting their scholarship. Pupils and students cannot receive scholarships from RSS Zasavje if they are in a contractual employment relationship, are carrying out an independent registered activity or are registered in the registry of unemployed at the competent office of Employment service of Slovenia.
  
Granting of scholarships
Scholarships from RSS Zasavje are awarded to pupils and students who are studying for professions that employers are asking about. On the basis of the reported needs RDA Zasavje carries out a procedure for granting scholarships. Scholarships from RSS Zasavje are awarded on the basis of a tender published by the holder of the RSS Zasavje (RDA Zasavje) for employers, specifically for those type of educational programs for which employers who have acquired the right to join the RSS Zasavje demonstrated the need.  

Provision of funds
Funds in the amount of 50 % of the scholarship are provided by RDA Zasavje through the Ministry of labour, family, social affairs and equal opportunities, while the other half of the scholarship is provided by the employers that will employ the scholarship holder for at least one year after completing their education.

Amount of scholarship
Scholarship from RSS Zasavje amounts up to 15 % of the minimum wage in the Republic of Slovenia for pupils and up to 28 % of the minimum wage in the Republic of Slovenia for students, to which is added a bonus for success and an addition for education outside of the place of permanent residence.

Payment and harmonization of scholarships
The amount of the scholarship is determined once a year, at the beginning of the school/academic year, according to the currently official minimum wage in the Republic of Slovenia. On the other hand, it can be determined by the employer himself, subjected to the terms of the scholarship act (ZŠtp-1, Official gazette of Republic of Slovenia, NO. 56/2013 and ZŠtip-1B, Official gazette of Republic of Slovenia NO. 31/2018) and the Rules on co-financing of staff scholarships (Official gazette of Republic of Slovenia, NO. 35/14). During the school/study year it does not change and when the minimum wage raises it is not paid retroactively. Scholarships are fully paid by the employer.

Obligations of the scholarship holder
The grantee is committed that he/she will, after completing the education, be employed by the employer for at least one year and that he/she will complete every school/academic year a compulsory one-month mandatory practice in a scope of 160 hours.

Obligations of the employer
The employer is being, among other matters, committed to conclude a full-time employment contract for at least one year with the grantee after he/she finishes the education and enables him/her to perform one month working practice in each school/academic year in a scope of 160 hours.

Treatment of scholarships
In accordance to the Scholarship act ZŠtip-a (Official Gazette of Republic Slovenia NO. 56) scholarship holder can apply at the same time for the following scholarships: state scholarship, Zois scholarship, scholarship for Slovenians abroad, scholarship Ad future.
 
The operation is co-financed by the Republic of Slovenia and European union form the European social fund.
